Maritime Civilian-Police-Military Cooperation

Ensuring the safety and uninterrupted flow of goods and people through European Union and international ports is a top priority for civil security. Effective collaboration across borders and disciplines is essential for safeguarding critical national infrastructure, maintaining security awareness, facilitating decision-making, and implementing protective, deterrent, and responsive measures. The cooperation between civilian port authorities, police (such as coast guards, border control, and patrol police), and military personnel stationed and operating in ports is especially crucial.

We are driven by the current challenges facing international ports, particularly in enabling national and international operations (such as EU and NATO), enhancing resilience, preventing crime, and addressing any issues that compromise civil security. We aim to assist port authorities by conducting a comprehensive analysis to determine how challenges can be addressed by improving coordination among civilian, police, and military entities and individuals within the port setting.

We specialize in enhancing interaction across sectors. Our background working with national government bodies, police institutions (such as the German Police University and the Federal Police Academy), and international organizations, including Armed Forces (UN, EU, NATO, and national capacities), enables us to understand the complexity of security in the context of civil-police-military dynamics. 

Our work at CPM-I is centered on human security, with a dedicated focus on the people involved, including the resilience of critical national infrastructure and economic security. We also prioritize the needs and priorities of those working within the civil-police-military framework.
