About us

We are a specialized network of consultants providing a range of technical and subject-matter expertise in the fields of Civilian-Police-Military Interfaces as well as in Conflict & Peace Management. We support training, including design, curriculum development, and execution, as well as broader security capacity-building of national and international stakeholders. CPM-I is a trusted training integrator of CrisisPlay and applies AI-powered platforms to design and deliver more realistic and engaging training.

A unique three-way approach

With expertise across the Civilian-Police-Military spectrum, we bring multiple perspectives to every project. Our broad network of humanitarian, police, and military professionals allows us to draw on the right expertise when needed, using a wide range of tools and methods. Having worked with different organizations at various levels, including governmental, international bodies (UN, EU, NATO), non-governmental and private entities, we understand how different organizations approach and shape their work.

We aim to strengthen collaboration across Civilian-Police-Military Interfaces and promote inclusive, effective approaches to Peace and Conflict Management. Analysis, Applied Research & Evaluation

Delivering research and evaluation services in fragile contexts, focusing on Security Sector Reform (SSR), Stabilization, Human Security, and the Women, Peace & Security agenda. Organizational studies to strengthen Civil-Police-Military cooperation, conflict analysis, and assessments of civilian environments. Ex ante, midline, endline, and strategic evaluations, and support the design and implementation of Monitoring & Evaluation (M&E) systems. Training impact and knowledge transfer, and gender-sensitive evaluations—particularly within complex security sector settings.

Training, Capacity Building & Security Risk Management

Design and delivery of tailored training programs—ranging from Training of Trainers (ToTs) to Training Needs Assessments (TNAs) and workshops—aligned with organizational mandates and operational needs.  Scenario-based, practice- and competency-oriented methods, to train police and military personnel up to command level, with a strong focus on crisis management, operations planning, and resilience.  Conflict-sensitive, do-no-harm approach and gender-sensitive training, risk assessments, and policy advice. Covering threats from conflict, crime, radicalization, terrorism, natural hazards, and political or socioeconomic instability.

Organizational Development, Project Implementation & Management

Change and support strategy development through participatory, practice-oriented methods, with a strong emphasis on gender mainstreaming, feminist approaches, and the inclusion of civil society expertise. Strengthen Civilian–Police–Military cooperation, enhance decision-making processes, and deliver evidence- and needs-based solutions—even in the most challenging environments. End-to-end support—from proposal development and project planning to managing local teams—grounded in conflict-sensitive operations and deep contextual understanding.

CPM-I supports peacebuilding and stabilization across the Humanitarian–Development–Peace Nexus, with a strong focus on community needs, gender, and inclusion. We address the links between security, development, and peace throughout the project cycle - offering analysis, expert advice, training, and evaluation. Our services include working with end clients such as the German government (FFO, BMZ), the United Nations (UN), African Union (AU), European Union (EU), and various NGOs. We combine strategic insight with hands-on experience in fragile and crisis-affected settings.

Peace & Conflict, Gender, and Resilience analyses, national and regional studies with local networks. Full-cycle evaluations—ex ante to strategic—alongside M&E setup. Training outcome assessments, and capacity building for NGOs, governments, and local partners.

Our conflict-sensitive, do-no-harm approach underpins comprehensive Security Risk Management services, including risk assessments, crisis planning, SOP development, and tailored tools to support safe and resilient operations in complex environments.
